The rebar is all wired together with various forms to support it all. It is important that rebar not be welded. Welds will absorb water and can easily crack your cement. The circular plastic piece is one of many that will be placed at various points on the 8 vertical rods in the outer ring. These will keep the whole rebar structure centered within the tubular cement form when the cement is poured.
